DirectX 12 does not like apps injecting themselves into a game process and it can cause problems (weird screen panning issues, tearing, slow start-up, you name it). Are there any weird apps in there? Look for stuff from video card vendors that are trying to optimize or video capture or do whatever. If your super fast video card gets low on memory, what happens? It goes to system memory which is super slow.
